Guiness World Record - smallest electric car
Just found this tonight playing around on Google. All I know is it actually has a motor and holds the guiness world record for smallest electric car. I don't believe it's remote control. It was made in 1990. It's called the Denso Micro car for anyone who wants to read more about it.

Can you do a dual-batt mod on that?

Read more about it at:
http://www.densocorp-na.com/corporate/gwr.html
Top speed: 6mm/sec @ 1/1000 scale
It would take nearly 17 minutes to run a 20ft bit drag! That is, if the bits didn't squish it under their tires first, heh.
Scale speed:
13.43mph or 21.6km/h
Kinda pokey, and no, you can't dual cell mod it b/c it has no batteries in the car, lol. Good thing, b/c it's hard enough to find 1/3aaa batteries. It uses "remote magnetic energy transmission" so you'd have to increase the amount of power being sent somehow.
Interesting though.

I'm pretty sure these might be radio controlled. I thought I watched Guinness on TV and saw about five of these driving and turning on a dollar bill.

I wasn't sure, but I believe you're correct. Someone better go over to the bit/MS forum and tell them they own clones.
