Low Voltage Warning Light
I found a schematic for a low voltage warning light system. Two LEDs come on when the voltage drops below a given amount. This is good because the car wouldn't suddenly stop when the voltage dropped. In stead you could finish a lap or drive to the "pits" or what have you. It should be fairly simple to modify this circuit to a cut off if that's what you want. Check it out

Hmm...., well that a lots simpler than what i had in mind, i was going to use the a/d of a PIC and monitor the voltage, then shut down within a certain range, if i have time i'll try to mock up the circuit on a proto board
