it looks like they were creative and made the track out of some sort of matterial and purchased or printed out some banners to make it look nice
If you find out if you can actually buy it somewhere let me know
it looks like lots of fun

Also, I built my track at school, in the shop. Using a big wide peice of plywood and some sliced up peices of bas boards. It took me 20 minutes to glue the peices of wood on the plywood to make a nice looking track. It looks like a miniature parking lot racing track.
I'll show you pics as soon as I can get them.

What you want is called a DigiQ Circuit. Should be pretty easy to find, just about any store that sells the DigiQ will carry the circuit.
It sells for about $30(US)
