If I remember right they were under the body in a small bag taped to the bag with the screws or in it there was like 7 or 8 in mine.

I only got four with the starter kit. But your options are limited exchange the kit, buy the wheel upgrade, or the foam tire kit.

I dont think that you should return the whole car for just some silly nuts. I think your best option is to buy the rims.
