Yes that is tamiya Candy lime green. Their paints are simply amazing for smooth application and quick drying 
Oh little news for you all, Testors is also comming out with a line of paints in the same formula as the tamiya TS line

Can you say.....CLEAR TAILIGHTS?!!!
all you have to do is get a small piece of clear plastic (like off of a model car's windows) and cut circles out of it. make sure the plastic is relatively flat and fill in the little holes where the tailight covers were held in place
just an idea.
