4.0 motor?

I was just looking for bit stuff on ebay and this guy has bits for sale bundled with a 4.0 motor. Anybody have one of these motors? His prices on the bits are about the same as ones w/o an extra motor. I'm in the market for another bit and the 4.0 would just be a bonus. I didn't even know there was a 4.0 out.

Can anybody clue me in? Thanks for all the input.
