How do people Sell illegal bits in the U.S.

i guess this would be for anyone the sells them. do you got to have a permit to sell them in the states? if i was to open up a hobby/track would i get into trouble selling non FCC regulate bits?

i would like to race more that 2 ppl on a track
tiny if you know anyone or your self that can answer this i wanted to post this in the bit forum but i figured it would be moved here thanks
