I will give you that two cells @ 10C ratings with different mAh ratings, the higher mAh rated battery will outperform the lower one.
It really is simple math. C rating is a reference. 1C is commonly called "one hour discharge". 2C is .5 hour discharge. 10C would be 1/10 hour discharge. a 750mAh cell with a 10C rating will STOMP a 1000mAh cell with a 2C rating. And trust me, 1000mAh cells with 2C ratings do exist, and people do try to use them. These are commonly called "low dischage" cells and are more suited for use in low draw devices for extended runtimes.
