they are tomy pullback wheels. you put them on similar to questformadness's fullsize wheel mod. the rear axle has to be glued. they are slightly shorter than stock wheels but a lot wider and the tires are nice and sticky.
so you lose a little bit of top end and steering is a little wider.
you gain. torque, acceleration and controllability. and they look phatty.
i got my pullback from a us seller on ebay for 10bucks with shipping.

honestly it could be all brown with pieces of corn stuck in it and i wouldnt care as long as it still drove the way it does.
it is so much fun driving around a huge room weaving in and out of chair legs and stuff.
also i have to mention the wheelies. on carpet my wheelie record is probably a foot or so. on a hard surface(my desk) a few feet easily.

not many out there. i mean the technology has come a long way but i dont think a 4 cylinder would beat a big block.
