There are a lot of really good tips out there; from what I've read, there's really no 'best' paint for these. But from what I've seen, Tamiya beats the crap out of everything else on the market. I don't see why you wouldn't put down a coat of primer first.
Other than that, just don't try to paint the whole thing in one sitting; use light, quick sprays (if you do, indeed end up using dpray paint, which I imagine you will), and a coat of Tamiya gloss after the finishing paint 'looks like glass,' to quote Bad Company.

It's probably the same basic principle for airbrushing. Quick and light, don't load it up too much at once. You can do some pretty neat effects with airbrushes.

Well first you might want to get a new set of rims instead of risking eating away at those when you try to strip the bad paint off. Then you paint more lightly next time, so it sticks better, and then you could put a layer of sealant on top of it so that whatever's beating at the paint would have to burn through the seal first.
If it's a ring around the outside, your tires are probably just shifting a little when you take off and stop suddenly, maybe even in turns. You could try putting a piece of double-sided tape between the top of the rim and the tire to keep it from doing that too much.

Well yeah, you could sand all the paint off of the ones you have, but you (1) had better be really good at sanding, so you don't corrode the plastic itself away, and (2) have very small hands to get all in between the spokes and whatnot.
If you really want to keep this set of rims, take the paint off first, however you may have to do it. Putting a coat of primer over an already-failing layer of paint isn't going to help anything. Even so, it's not going to be easy to get that paint off.
Good luck with that.
