That would be at the motor's rated RPM: no load. Not even a pinion gear. There is no practical way to average in power loss through gearing, extra rotational weight of the pinion gear, axle/wheels and tires, etc.

The only way to judge the speed is to clock it through a speed trap, unless someone has a radar gun. Treadmills are fairly accurate.
