No Az, you've got it right (I believe so anyway).

The term "Counter" in "Counter Steering", as I understand it, is as the meaning of "to counteract, to rememdy, to fix or regain control" Like if you're taking antibiotics to "counter" an infection.

So when we're talking about "Counter Steering" it is the act of turning the steering wheels in whatever direction is appropriate to "counter" (or fix or to regain control of) the improper steering that is going on.

For hydroplaning or icy road conditions where your back end slips out of control and your vehicle starts forcibly turning out of control...You'd utilize counter steering by turning the steering wheels in the SAME direction as where your tail end is going. This should counter the problem and bring you back into a straight line and in control again.

For "Drifting", you're still doing the same thing! Except this time you're PURPOSEFULLY forcing your back end to slip out and you're basically playing a balancing game of slipping and counter steering until such time as you decide to go back into a straight line again.
